Each proposal follows a clear process from an idea through to a formal vote (if that's required, it isn't always) and then it's time to make it happen.
You put it in words. Nobody has to be on the committee and nothing has to be worked out yet — a sentence about what you want done for the building is where every proposal on Quarter starts.
Your neighbours read it, comment, and say whether they're behind it. Quarter counts that support against the threshold your own Act sets, shows how far it has to go, and moves the proposal on the moment it clears.
The proposal goes on the agenda of the building's next meeting, and Quarter tells the committee what the law asks of it — how soon the meeting has to be called, and how much notice owners get. Owners vote in Quarter with the motion in front of them, and Quarter keeps the count in the terms your own Act uses.
The outcome is recorded and stays on the proposal with the motion, the discussion and the vote. If it carried, the jobs that follow are tracked from the same page, so what the building agreed to and what has been done about it sit together.
