The roof is common property, so an array on it changes something every owner shares. This motion settles that it goes ahead, how big it is, what it costs and which fund pays for it. Victoria asks a lot of a vote like this: the bar is counted against every lot in the scheme rather than against the ones that turn up, so an owner who stays home has effectively voted against it.
