By-laws are Resort Estoril's own rules about how the building is used. They sit inside the community management statement, which can't be edited piece by piece, so changing a by-law means recording a new statement, and that recording is what owners would be agreeing to. The rule proposed here doesn't ban animals or limit their number, type or size, because Queensland law doesn't allow that. It requires an occupier to get written approval first, and any conditions on an approval have to be reasonable. Guide, hearing and assistance dogs can't be restricted by any by-law. It needs a special resolution at a general meeting, and nothing binds anyone until the registrar records the new statement.
