The secretary must convene within 14 days, and notice runs at least 21 days, and the meeting must be held within 42 days of the request. Voting opens once the meeting is called.

Body Corporate and Community Management Act 1997, ss 105, 106, 107, 108
This asks the owners to approve installing EV charging points on the common property, along with the switchboard, cabling and load management equipment needed to run them. It covers two decisions: putting the chargers in, and metering each one separately. If the chargers aren't metered, their electricity becomes a common property cost shared by every owner, whether or not they drive an electric car. Because this is an improvement to common property, a project of this size needs a special resolution at a general meeting. The number of chargers, the cost and the fund it is paid from are filled in where known and otherwise left for the committee to confirm with quotes.
