By-laws are the building's own rules about how lots and common property are used, and changing them is a decision for all the owners together, not the committee alone. This proposal sets one rule for animals at 30 Taylor Road: an owner or occupier may keep an animal, provided it does not unreasonably interfere with other residents' use of their lot or the common property. NSW law does not allow a by-law that unreasonably bans animals, which is why the wording takes this form. It needs a special resolution at a general meeting, meaning no more than a quarter of the votes cast (by unit entitlement) are against it. If it passes, it only takes effect once lodged with NSW Land Registry Services, which must be done within 6 months.
