By-laws are the building's own rules, and changing them is a decision for all the owners together, not the committee alone. This proposal would add a rule that a lot can't be used for short-term rental accommodation (such as Airbnb-style stays) unless it is the host's principal place of residence — the law does not let a building ban hosts who let out the home they live in. It needs a special resolution at a general meeting of the owners. If it passes, it only takes effect once the change is lodged with NSW Land Registry Services and recorded against the title, which must be done within 6 months.
