Change the by-laws: Control animals
By-laws are the scheme's own rules about how the building is used and how people behave in it, and changing them is something the owners do together rather than the committee on its own. Passing the vote is only half of the job: in New South Wales a by-law change does nothing at all until it is lodged and recorded against the title, so the work carries on after the meeting ends.
