Garage doors are often common property, meaning they belong to all owners together, so one owner can't change one alone. The owners have to vote to allow the specific work, and if the owner is to look after the door afterwards, that has to be written into a by-law the owner agrees to in writing. This needs a special resolution at a general meeting, which in practice means not more than a quarter of the votes cast are against it. The by-law change only takes effect once it is lodged and recorded against the title, and that must happen within 6 months of the vote. The strata committee will write the exact by-law wording.
