Strata schemes in Western Australia are run by their strata company under the Strata Titles Act 1985. Owners can manage their own strata company at any size, and no strata manager is required. The council of owners is elected at the AGM, and a designated strata company, with 10 or more lots or a replacement value of $5 million or more, keeps a 10-year maintenance plan and a reserve fund. Quarter holds what a manager would otherwise hold: levies and the reserve fund, the records and by-laws, notices and minutes for meetings, and an assistant that answers owners' questions from your own documents and the Act.

No. The Strata Titles Act 1985 lets a strata company run itself at any size. A strata manager you keep must have a written contract and disclose what they are paid, but none is required.
It is the strata or survey-strata plan number, starting with SP or SSP, on your levy notice and certificate of title. Landgate can look it up by address.
The council of owners runs the strata company between general meetings, within any limits the owners set. The budget and levies, changes to by-laws and anything needing a special or unanimous resolution go to a general meeting.
Base fees run about $450 a lot a year, with minimum fees of $3,000 to $5,000 for a small building. Disbursements, commissions and extra meetings add about 20% to 50% on top. Quarter self-managed is $12 a lot a month for the first 50 lots, $8 for the next 50 and $5 after that, with the first 30 days free.
