Strata schemes in Queensland are run by their body corporate under the Body Corporate and Community Management Act 1997 and one of five regulation modules. Every module lets owners manage their own scheme: no body corporate manager is required, at any size, and managers need no licence. The committee is elected at each AGM, and schemes of six lots or fewer can use the lighter Small Schemes Module. Quarter holds what a manager would otherwise hold: levies and the sinking fund, the records and by-laws, notices and minutes for meetings, and an assistant that answers owners' questions from your own documents and the Act.

No. Every Queensland regulation module lets a body corporate run itself at any size, and body corporate managers need no licence. Schemes of six lots or fewer can use the Small Schemes Module, which needs only a secretary and a treasurer.
It is the plan number on your community management statement, usually starting with SP or BUP, and it is on your levy notice. Titles Queensland can search it by address.
Ordinary decisions, and spending within the committee's limit, which the owners set. Spending above that limit, the budget and levies, changes to by-laws and anything needing a special resolution go to a general meeting.
Base fees run $120 to $350 a lot a year, with minimum fees of $2,500 to $5,000 for a small building. Disbursements, commissions and extra meetings add about 60% to 80% on top. Quarter self-managed is $12 a lot a month for the first 50 lots, $8 for the next 50 and $5 after that, with the first 30 days free.
