Unit title schemes in the Northern Territory are run by their body corporate under the Unit Title Schemes Act 2009, or the Unit Titles Act 1975 for older schemes. Owners can manage their own body corporate at any size, and no manager is required. Under the 2009 Act, a committee is needed for a layered scheme or a basic scheme with four or more owners. Quarter holds what a manager would otherwise hold: levies and the sinking fund, the records and by-laws, notices and minutes for meetings, and an assistant that answers owners' questions from your own documents and the Act.

No. A body corporate can run itself at any size. Managers work under a statutory code of conduct, but none is required and none needs a licence.
It is the unit plan number, on your levy notice and certificate of title. The NT Land Titles Office can search it by address.
The committee runs the body corporate between general meetings, within the powers the scheme's management module gives it. The budget and contributions, changes to by-laws and anything needing a special resolution go to a general meeting.
We have not benchmarked fees in the Northern Territory yet. Across Australia, base fees run $250 to $440 a lot a year, with minimum fees of $3,000 to $5,000 for a small building. Disbursements, commissions and extra meetings add about 20% to 50% on top. Quarter self-managed is $12 a lot a month for the first 50 lots, $8 for the next 50 and $5 after that, with the first 30 days free.
